Статья посвящена исследованию процесса формирования концепций территориального устройства в российской политико-правовой мысли периода создания Советского государства. Важность исследования обусловлена тем, что территориальная организация власти являлась ключевым элементом в формировании Советского государства и оказала значительное влияние на дальнейшее политическое развитие России и постсоветских республик. Подходы к территориальному структурированию государства, предложенные в этот период, заложили основы для последующего формирования советской федерации и межнациональных отношений. В исследовании применяются методологические подходы историко-правового анализа, позволяющие выявить эволюцию идей и концепций, связанных с территориальной организацией власти. Также используется сравнительный метод для сопоставления взглядов различных политических и правовых мыслителей, которые повлияли на процессы развития территориальных основ Советского государства. Исследование показало, что территориальное устройство в российской политико-правовой мысли Советского периода не было статичной концепцией, а развивалось под влиянием различных исторических факторов и идеологических течений. В статье рассмотрены ключевые концепции федерального и национального устройства, предложенные в то время. Отмечается влияние внешних факторов, таких как революционные события и гражданская война, которые привели к возникновению новых идей о децентрализации и федерализме. По результатам работы выявлено, что концепции территориального устройства основывались на необходимости учета многонародного состава страны и существующих межэтнических противоречий. Результаты исследования позволяют глубже понять процесс становления территориальной организации власти в Советском государстве. Эволюция данных концепций оказала значительное влияние на дальнейшее развитие государственного строя СССР и современных политико-правовых концепций государственности в России и постсоветских странах. Статья вносит вклад в изучение вопросов российской политико-правовой мысли, раскрывая важные аспекты формирования территориального устройства Советского государства.
The article is devoted to the study of the process of formation of concepts of territorial structure in Russian political and legal thought during the creation of the Soviet state. The importance of the study is due to the fact that the territorial organization of power was a key element in the formation of the Soviet state and had a significant impact on the further political development of Russia and the post-Soviet republics. The approaches to the territorial structuring of the state proposed during this period laid the foundations for the subsequent formation of the Soviet federation and interethnic relations. The study uses methodological approaches of historical and legal analysis to identify the evolution of ideas and concepts related to the territorial organization of power. A comparative method is also used to compare the views of various political and legal thinkers who influenced the development of the territorial foundations of the Soviet state. The study showed that the territorial structure in the Russian political and legal thought of the Soviet period was not a static concept, but developed under the influence of various historical factors and ideological trends. The article examines the key concepts of the federal and national structure proposed at that time. The influence of external factors, such as revolutionary events and the civil war, which led to the emergence of new ideas about decentralization and federalism, is noted. According to the results of the work, it was revealed that the concepts of territorial structure were based on the need to take into account the heterogeneous composition of the country and the existing interethnic contradictions. The results of the study allow for a deeper understanding of the process of formation of the territorial organization of power in the Soviet state. The evolution of these concepts had a significant impact on the further development of the USSR state system and modern political and legal concepts of statehood in Russia and post-Soviet countries. The article contributes to the study of issues of Russian political and legal thought, revealing important aspects of the formation of the territorial structure of the Soviet state.
