Современное цифровое развитие формирует новые вызовы для региональных экономик, требуя внедрения современных подходов к управлению информационными технологиями и телекоммуникациями. Устойчивое развитие региона напрямую связано с эффективностью управления цифровыми ресурсами. Настоящее исследование направлено на формирование комплексной методологии, которая обеспечит устойчивое цифровое развитие регионов путем оптимизации управления ИТ и телекоммуникациями. В работе использован структурно-функциональный подход, включающий анализ текущего состояния информационных технологий и телекоммуникационных систем в региональных экономиках. Применялись методы системного моделирования, теории управления и экономического прогнозирования. Были разработаны и протестированы модели для оптимизации распределения цифровых ресурсов, а также предложен механизм интеграции различных заинтересованных сторон в процесс управления. Исследование выявило ключевые барьеры в управлении цифровыми системами на уровне регионов, включая недостаточную координацию между органами власти, бизнесом и образовательными учреждениями. Создана методология, направленная на устранение этих барьеров путем оптимизации процессов управления. Разработанная модель показала свою эффективность при тестировании в ряде пилотных регионов, продемонстрировав повышение экономической отдачи от вложений в цифровые технологии на 15-20%. Предложенная комплексная методология обеспечивает устойчивое цифровое развитие региональных экономик, предоставляя единый инструмент для управления ИТ и телекоммуникациями. Результаты исследования могут быть использованы при формировании региональных стратегий и внедрения инициатив цифровизации. Перспективы дальнейшей работы включают адаптацию методологии к условиям конкретных регионов и проведение дополнительных эмпирических исследований.
Modern digital development poses new challenges for regional economies, requiring the introduction of modern approaches to information technology and telecommunications management. The sustainable development of the region is directly related to the effectiveness of digital resource management. This research is aimed at developing a comprehensive methodology that will ensure the sustainable digital development of regions by optimizing IT and telecommunications management. The paper uses a structural and functional approach that includes an analysis of the current state of information technology and telecommunication systems in regional economies. Methods of system modeling, management theory and economic forecasting were applied. Models have been developed and tested to optimize the allocation of digital resources, as well as a mechanism for integrating various stakeholders into the management process. The study identified key barriers to managing digital systems at the regional level, including insufficient coordination between government authorities, businesses, and educational institutions. A methodology has been created aimed at eliminating these barriers by optimizing management processes. The developed model has shown its effectiveness in testing in a number of pilot regions, demonstrating an increase in the economic return on investments in digital technologies by 15-20%. The proposed comprehensive methodology ensures the sustainable digital development of regional economies by providing a single tool for managing IT and telecommunications. The results of the study can be used in the formation of regional strategies and the implementation of digitalization initiatives. The prospects for further work include adapting the methodology to the conditions of specific regions and conducting additional empirical research.
