Целью данной статьи является анализ влияния глобальных технологических тенденций на трансформацию региональных ИТС и выработка рекомендаций для стратегического управления ими. В исследовании использовались сравнительный и системный анализ, а также методы прогнозирования. Были изучены ключевые технологические тренды, такие как искусственный интеллект, Интернет вещей, большие данные, автоматизация и кибербезопасность. Собранные данные и региональные кейсы анализировались с точки зрения их влияния на функционирование и управление ИТС. В ходе анализа выявлено, что глобальные технологические тренды создают новые возможности, но и значительные вызовы для региональных ИТС. Среди основных изменений выделяются повышение уровня автоматизации, увеличение объемов данных и их значения для принятия стратегических решений, а также усложнение вопросов безопасности. Для адаптации к этим изменениям регионам требуется переход к гибкому управлению системами, усиление внимания к обучению кадров и модернизация инфраструктуры. Анализ показал, что успешная трансформация и управление региональными ИТС требуют взаимодействия между государственными органами, частными компаниями и научным сообществом. Важнейшую роль играет оперативное внедрение инноваций и оптимизация стратегических процессов с учетом региональной специфики. Глобальные технологические тренды оказывают значительное влияние на региональные ИТС, изменяя их суть и принципы управления. Information and telecommunication systems (ITS), being a key element of digital transformation, are becoming not only the basis for regional development, but also require major changes in strategic management. The purpose of this article is to analyze the impact of global technological trends on the transformation of regional ITS and to develop recommendations for their strategic management. The study used comparative and systematic analysis, as well as forecasting methods. Key technological trends such as artificial intelligence, the Internet of Things, big data, automation and cybersecurity were studied. The collected data and regional cases were analyzed in terms of their impact on the functioning and management of ITS. The analysis revealed that global technological trends create new opportunities, but also significant challenges for regional ITS. Among the main changes are an increase in automation, an increase in the amount of data and its importance for strategic decision-making, as well as more complex security issues. To adapt to these changes, regions need to move towards flexible system management, increased attention to staff training, and infrastructure modernization. The analysis showed that successful transformation and management of regional ITS require interaction between government agencies, private companies and the scientific community. The most important role is played by the rapid implementation of innovations and optimization of strategic processes, taking into account regional specifics.
