В условиях современной глобализации и динамичных изменений на сельскохозяйственных рынках возникает необходимость изучения и адаптации организационно-экономических механизмов для повышения конкурентоспособности отдельных регионов. Новые регионы Российской Федерации, обладающие значительным потенциалом в производстве зерна, требуют особого подхода в разработке и реализации эффективных механизмов функционирования рынка зерна. Настоящая статья направлена на анализ и усовершенствование таких механизмов с целью решения актуальных проблем и повышения устойчивости зернового сектора. Для достижения поставленных целей были использованы различные методы исследования, включая анализ статистических данных, эконометрическое моделирование, экспертные опросы и сравнительный анализ. Основное внимание уделялось выявлению ключевых факторов, влияющих на функционирование рынка зерна, а также анализу лучших практик из других регионов и стран. В ходе исследования были выявлены основные проблемы, препятствующие эффективному функционированию зернового рынка в Новых регионах РФ. К ним относятся неравномерное распределение ресурсов, недостаток инвестиций в инфраструктуру, недостаточная координация между производителями и дистрибьюторами, а также слабая поддержка со стороны государственных органов. Предложены организационно-экономические механизмы, включающие улучшение кредитной политики, развитие логистической инфраструктуры, внедрение инновационных технологий и улучшение государственной поддержки. Анализ внутренних и внешних факторов позволил сформулировать комплекс рекомендаций по обеспечению устойчивого развития рынка зерна в Новых регионах РФ. Предлагаемые меры включают усиление сотрудничества между различными участниками рынка, развитие региональных программ поддержки сельского хозяйства и создание благоприятных условий для привлечения частных инвестиций. Обсуждаются возможные риски и барьеры на пути реализации данных мер, а также пути их преодоления. Выводы исследования подчеркивают необходимость комплексного подхода к развитию зернового рынка Новых регионов РФ, с учетом специфики каждого региона и современных экономических реалий. Реализация предложенных организационно-экономических механизмов позволит повысить конкурентоспособность и устойчивость зернового сектора, что будет способствовать улучшению социально-экономического положения Новых регионов и всей страны в целом.
In the context of modern globalization and dynamic changes in agricultural markets, there arises a need to study and adapt organizational and economic mechanisms to enhance the competitiveness of individual regions. The new regions of the Russian Federation, possessing significant potential in grain production, require a special approach in the development and implementation of effective market functioning mechanisms. This article aims to analyze and improve such mechanisms to address current issues and enhance the resilience of the grain sector. Various research methods were used to achieve the set goals, including statistical data analysis, econometric modeling, expert surveys, and comparative analysis. The main focus was on identifying key factors influencing the functioning of the grain market, as well as analyzing best practices from other regions and countries. The study identified major problems hindering the effective functioning of the grain market in the new regions of the Russian Federation. These include uneven resource distribution, lack of investment in infrastructure, insufficient coordination between producers and distributors, and weak support from government bodies. Organizational and economic mechanisms were proposed, including improving credit policies, developing logistical infrastructure, implementing innovative technologies, and enhancing government support. The analysis of internal and external factors allowed for the formulation of a set of recommendations to ensure the sustainable development of the grain market in the new regions of the Russian Federation. The proposed measures include strengthening cooperation between various market participants, developing regional agricultural support programs, and creating favorable conditions for attracting private investments. Possible risks and barriers to the implementation of these measures are discussed, as well as ways to overcome them. The study's conclusions emphasize the need for a comprehensive approach to the development of the grain market in the new regions of the Russian Federation, taking into account the specifics of each region and modern economic realities. The implementation of the proposed organizational and economic mechanisms will enhance the competitiveness and resilience of the grain sector, contributing to the improvement of the socio-economic situation in the new regions and the country as a whole.
