Цифровая трансформация охватывает все сферы общественной жизни, включая экономику и финансы, что оказывает значительное влияние на государственную финансовую безопасность. В условиях глобальной цифровой интеграции требуется оценка рисков и возможностей, связанных с трансформацией финансовой системы Российской Федерации. В исследовании использовались методы системного анализа, экономико-математического моделирования и сценарного прогнозирования. Основное внимание уделялось анализу ключевых показателей финансовой устойчивости России в условиях цифровизации, оценке угроз кибербезопасности и анализа международного опыта цифровой интеграции. Была разработана модель оценки рисков, связанных с новой цифровой реальностью, а также проанализированы возможности адаптации финансовой системы России к условиям цифровой экономики. В ходе исследования выявлены ключевые угрозы цифровой трансформации для финансовой безопасности Российской Федерации, включая рост киберпреступности, увеличение потенциальных утечек данных и нарушение функционирования критической финансовой инфраструктуры. Наряду с этим, проанализированы позитивные эффекты цифровизации, такие как повышение прозрачности финансовых операций, снижение транзакционных издержек и улучшение контроля за финансовыми потоками. Были предложены меры по минимизации рисков и усилению финансовой безопасности государства в новых условиях. Цифровизация является двойственным процессом, который могут сопровождать как значительные выгоды, так и серьезные вызовы для национальной безопасности. С учетом глобального опыта и российских реалий предложен комплекс мер, направленных на укрепление финансовой устойчивости. Авторы также рассматривают необходимость создания межведомственных структур для координации действий в области цифровой трансформации. Результаты исследования показывают, что успешная цифровая трансформация может способствовать укреплению и развитию финансовой безопасности Российской Федерации, при условии грамотного управления рисками и сбалансированной интеграции международного опыта.
Digital transformation covers all spheres of public life, including economics and finance, which has a significant impact on public financial security. In the context of global digital integration, an assessment of the risks and opportunities associated with the transformation of the financial system of the Russian Federation is required. The research used methods of system analysis, economic and mathematical modeling and scenario forecasting. The main attention was paid to the analysis of key indicators of Russia's financial stability in the context of digitalization, the assessment of cybersecurity threats and the analysis of international experience of digital integration. A risk assessment model related to the new digital reality was developed, and the possibilities of adapting the Russian financial system to the conditions of the digital economy were analyzed. The study identified key threats of digital transformation to the financial security of the Russian Federation, including the growth of cybercrime, an increase in potential data leaks and disruption of critical financial infrastructure. Along with this, the positive effects of digitalization are analyzed, such as increasing the transparency of financial transactions, reducing transaction costs and improving control over financial flows. Measures were proposed to minimize risks and strengthen the financial security of the state in the new conditions. Digitalization is a dual process that can be accompanied by both significant benefits and serious challenges to national security. Taking into account global experience and Russian realities, a set of measures aimed at strengthening financial stability is proposed. The authors also consider the need to create interdepartmental structures to coordinate actions in the field of digital transformation. The results of the study show that successful digital transformation can contribute to strengthening and developing the financial security of the Russian Federation, provided competent risk management and balanced integration of international experience.
