В последние десятилетия трансграничная электронная торговля (ТЭТ) становится значимой формой международных экономических взаимодействий. Страны, такие как Российская Федерация, сталкиваются с необходимостью интеграции ТЭТ в общую систему международной торговли. Это связано с растущим спросом на международные товары и услуги через цифровые платформы, что требует адаптации национальных правовых норм и инфраструктуры. Предметом данной работы является анализ перспектив и вызовов, связанных с интеграцией ТЭТ в экономику Российской Федерации. Автор рассматривает влияние ТЭТ как нового бизнес-механизма на традиционные формы внешнеэкономической деятельности, а также оценивает потенциал ее развития в контексте динамично меняющихся международных правил торговли и цифровизации. Исследование опирается на смешанный метод анализа, включая теоретический обзор существующих законодательных и экономических норм в сфере электронной торговли и эмпирическое изучение их применения в перспективе Российской Федерации. Были использованы статистические данные, нормативные документы, а также анализ тенденций зарубежных и отечественных рыночных игроков. В ходе анализа выявлены как значительный потенциал, так и основные барьеры для интеграции ТЭТ в Россию. Среди перспектив – увеличение экспортных возможностей российских компаний, привлечение иностранных инвестиций и содействие в развитии малых и средних предприятий. К вызовам относятся слабая логистическая инфраструктура, регуляторные барьеры, вопросы кибербезопасности и ограниченность кадров в ИТ-сфере. Автор приходит к выводу, что для полноценной интеграции ТЭТ в международную торговую систему России необходима модернизация нормативной базы, улучшение инфраструктуры и комплексная поддержка со стороны государства. Для этого требуется более тесная межнациональная кооперация и создание благоприятных условий для цифровизации торговых процессов.
In recent decades, cross-border electronic commerce (TET) has become a significant form of international economic interaction. Countries such as the Russian Federation are faced with the need to integrate TPP into the overall international trade system. This is due to the growing demand for international goods and services through digital platforms, which requires the adaptation of national legal norms and infrastructure. The subject of this work is an analysis of the prospects and challenges associated with the integration of thermal power plants into the economy of the Russian Federation. The author examines the impact of TET as a new business mechanism on traditional forms of foreign economic activity, and also assesses the potential for its development in the context of dynamically changing international rules of trade and digitalization. The research is based on a mixed method of analysis, including a theoretical review of existing legislative and economic norms in the field of electronic commerce and an empirical study of their application in the perspective of the Russian Federation. Statistical data, regulatory documents, and trend analysis of foreign and domestic market players were used. The analysis revealed both significant potential and major barriers to the integration of thermal power plants into Russia. Among the prospects are to increase the export opportunities of Russian companies, attract foreign investment and assist in the development of small and medium–sized enterprises. Challenges include weak logistics infrastructure, regulatory barriers, cybersecurity issues, and limited IT staff. The author comes to the conclusion that for the full integration of thermal power plants into the international trading system of Russia, modernization of the regulatory framework, improvement of infrastructure and comprehensive government support are necessary. This requires closer international cooperation and the creation of favorable conditions for the digitalization of trade processes.
