Integration in the agrarian sector of the economy and tools for its support

Abstract

The article presents the results of an analysis of the current state of the agrarian sector of the economy and the integration processes taking place in it; a critical analysis of instruments supporting integration processes is carried out; and the author’s approach to their systematization is proposed. In the modern economy of the Russian Federation, the agricultural sector is a key element in ensuring food security and socio-economic stability, undergoing a deep transformation under the influence of industrialization, market mechanisms, and the processes of production consolidation. The observed decrease in the number of functioning organizations, accompanied by a steady increase in the volume of output, reflects intensive cooperation and integration, which is accompanied by the displacement of small forms of farming by large agro-industrial structures. This is confirmed by the analysis of data from leading regions, including the Krasnodar Territory, the Rostov and Voronezh Regions, the Republic of Tatarstan, and the Belgorod Region, which demonstrate regional specialization, the dynamics of contribution to the gross regional product, and significant variations in the number of participants in agricultural cooperatives, with extreme growth in some regions. Integration processes are considered a fundamental factor in increasing the sustainability and competitiveness of business structures through cost optimization, strengthening market positions, and ensuring access to resources. A critical analysis of existing approaches reveals a variety of support tools, including digital transformation using artificial intelligence, robotics, and distributed registries, the development of smart agriculture and digital ecosystems to control transaction costs, the modernization of information and advisory support with a focus on reducing information asymmetry, and institutional forms of organization such as agro-complexes, clusters, and cooperatives, complemented by government financial mechanisms such as subsidies, preferential taxation, and grant support. The proposed systematization of these tools based on basic criteria highlights the advantage of their comprehensive interaction, which combines technological, institutional, organizational, and financial components, opening up opportunities for creating effective models that promote the long-term development of the agricultural sector and its adaptation to modern challenges.
