The article "Strengthening the Human Resources Potential of Customs Authorities: On Some Strategic Development Mistakes" addresses the problems and strategic mistakes related to the development of the human resources potential of customs authorities. Human resources support is one of the key factors for the effective functioning of customs services, on which the successful fulfillment of their duties depends. The importance of the topic is due to the growing demands for the professional competence of customs officers in the context of globalization and the integration of world economies. The study used methods of analyzing documentary sources, interviewing customs officers at various levels, and statistical analysis of data on the personnel composition and turnover. These methods allowed for a comprehensive understanding of the current state of human resources potential and identified the main problems in this area. Key mistakes in the strategy for developing human resources potential were identified, including insufficient attention to professional training and retraining of employees, the lack of a systematic approach to the assessment and selection of personnel, and a weak motivational policy. It was noted that a lack of investment in human resources development leads to a decrease in the overall efficiency of customs authorities and an increase in the level of corruption. The authors emphasize the need to reform human resources policies in customs authorities. Recommendations include the implementation of modern methods for assessing professional competencies, the development of continuous training and professional development programs, and the creation of attractive working conditions and a motivational system for employees. Particular attention is given to the importance of integrating international experience and best practices into strategic plans for developing human resources potential. The article provides practical recommendations for eliminating identified strategic mistakes and improving the efficiency of customs authorities. It is emphasized that only targeted and systematic work in the field of human resources policy will achieve high results and ensure the reliability and professionalism of customs services.
