Development of strategic management methods to ensure the sustainability of regional IT systems in the context of rapid development of global technologies

Abstract

With the rapid development of global technologies and digitalization, regional information technology (IT) is facing new challenges. The sustainability of regional IT systems is becoming a critical element of the management strategy, affecting their competitiveness and efficiency. This article discusses strategic management methods aimed at ensuring the sustainability of regional-level IT systems. The research is based on the integration of methods of system analysis, strategic planning and scenario forecasting. An integrated approach has been developed to assess the sustainability of IT systems, including both quantitative and qualitative indicators. The main focus is on the symbiosis of economic, technological and organizational aspects. The developed methods have been tested on the basis of empirical data collected in several regions of Russia, taking into account their specifics and peculiarities. A conceptual model of strategic management of regional IT systems is proposed, focusing on predictive monitoring and adaptive management. The key internal factors (the state of infrastructure, human resources) and external factors (global technological trends, government regulations) that significantly affect the stability of IT systems have been identified. The developed methods make it possible to identify risks in a timely manner, take into account their impact on the functioning and development of IT systems, as well as develop effective strategies for adapting to changes. The presented methods ensure the long-term sustainability of regional IT systems by increasing their adaptability. The authors emphasize the need for synergy between strategic management and the local characteristics of the regions. It is shown that the implementation of these methods can serve as a basis for the formation of sustainable digital ecosystems. The research results can be used to develop and implement strategies for the sustainable development of regional IT systems that can effectively respond to the challenges of global technological progress.
